That appears to be an empty ZIP file so I can't really comment on this particular file, but MetaStock does not work directly with the ZIP file extension.
MetaStock formulas are either imported from a FOSetup.exe file (a self-extracting Formula Organizer file) or by running the Organizer tool (accessible from the Indicator Builder and the other tools) and importing from a folder containing the following file(s):
MS##FORM.DTA (Indicators)
MS##EXPL.DTA (Explorations)
MS##EXPT.DTA + "Experts" folder (Experts)
MS##PRFT.DTA (System Tests)
