Hello,
I would like to know---if I install
Metastock Professional 11 in Signal Broadcast mode,would I have an
option of launching the installed product in offline mode?

You should always get a Shortcut for Offline Mode (v 11 and prior) if it is a purchased version of the software. If not, there are command switches that can be added after MSWIN.EXE to make this work but usually this is not necessary.
MSWIN.EXE /L /E are the appropriate switches to add if making your own shortcut for this.
