The users manual method does not seem to work for me because text editors are leaving the file type as CVS. However, by using excel 2007 to list the symbols, I can save the file as type sym. This issue caused me several hours of consernation. So, I thought that I would post it here.

Let me leave a little more detail on creating a custom symbol list.
Notepad saved the file as .sym. However, the directory struture the file was still a cvs. I saw this in the documents viewer. MS does not see the file.
There may be another work around, but excel 2007 allows savings as .sym in text format. In document viewer, the file type is sym and the symbols can be viewed in MS.

The core issue is not with those operating systems but with a default setting on those operating systems (I personally dislike that option).
If you go into Start-->Computer, then press Alt-T (to open the tools menu) then click Folder Options. Click the View tab. Uncheck "Hide Extensions for Known File Types" and click Apply/Ok.
That said, when saving the CSV file, if you put the filename in quotes with the .SYM extension, this will also force the .SYM to be the extension, i.e. "MyStocks.SYM"
