My trading system utilizes a split column layout with 4 inner windows on the left and 5 inner windows on the right. With a total of 9 inner windows, the screen is quite crowded and requires alot of clicking to maximize inner windows for closer inspection.
Would the MDK Custom User Interface Utility allow me to create a tabbed interface with 9 tabs as an alternative to the split column layout? I have no programming experience except for MSFL.

No, the user interface utility allows you to add a button to the toolbar or an item to the menu. There's not currently a way to do what you're asking to do.
