Can anybody tell what happens if one tries to install and run an add-on/plug-in for MS v.10 on MS v.9? Thanks.

You will probably get an error, such as No importable files exist.
You can import a 9.0 formula into 10, but not vice versa. MetaStock is backwards compatible, but it has no way to know of any changes that may happen in the future in regards to the formula language. This is why you cannot import a newer file into an older version.

I was afraid that was the answer. It makes a lot of marketing sense but it is a pity for all those faithful customers who did not consider MS v.10 a significant enough improvement over v9.
