When(Ref(Mov(C,28,S),-1),=,LLV(Mov(C,28,S),4))

I saw the above statement in the Custom Formula Collect. I've never seen a "when()" function, which this appears to be. Could someone please tell me what it is, how it works, why I haven't seen the in my MS9.0 manual.

That is ancient MS code; there are still some example floating around on the internet. Just drop the When conditional and the comma separators and you have:

Ref(Mov(C,28,S),-1) = LLV(Mov(C,28,S),4);
