Am trying to use cross(15, Mov(C, 14, S)) as Buy order formula but when runing the simulation it does not seem to select the correct securities. Any suggestion to what I am doing wrong?

What precisely are you trying to identify? The current formula is looking for when a 14 period simple moving average crosses below the number 15. Are you looking for stocks only in the 15 dollar price range?
