Is it possible to build a scan to find the top 2 or 3 performing industries?

It is possible - however, you need to define what you mean by "top performing" and "industries"...

eg. Highest % gain in last 250 trading days on the S&P 500 GICS Level 3 (Industry) Indexes.

You will probably need a data vendor that easily allows you to select Industry indexes too (rather than lumping them all together).

I would like to find the top performing 2 or 3 industries (highest % gain) over the past 30 days.

I would like to use Yahoo's Sectors and Industries as listed in Yahoo’s Industries Index, but I do not know what Indices each of the sector categories would be in. If I could determine the Indices list, I would like to know the top 2 or 3 Indices (highest % gain) over the past 30 days. I would then like to find the top performing stock in these Indices looking for the highest % gain, new 52 week high, etc.

Yahoo uses a proprietary index/classification structure from Hemscott, which appears to nowhere near as popular as the Standard and Poors/MSCI Global Industry Classificiations Structure (GICS) and the Dow Jones/FTSE Industry Classification Benchmark (ICB) structure.

Hemscott don't seem to publish sector indices corresponding to the constituents of a sector so this is rather difficult.

Perhaps you should consider a different data vendor that provides you with (a) the Sector/Industry Group/Industry and Subindustry indexes and (b) Provides with you a separate folder for each of those indexes with the constituents that are automatically maintained to provide you with the up-to-date constituents too.

Thanks Richard for your help. Right now I am using HSQuote to get my data while I am exploring MetaStock, so I am locked into Yahoo at this time. I am using Scottrade to to determine my best performing Sectors and Industries and then use Scottrade's screener to get the stocks in the industries I need. It can be a little slow when I need the list of stocks from an industry I haven't used before, but once I have them built it then is reather quick and easy to scan for my particular needs.
