President Bush will make his annual State of the Union address on Wednesday burdened with the lowest approval rating of any US president entering a second term since Richard Nixon. The White House said Mr. Bush's speech would be split roughly equally between foreign policy and domestic issues. The big themes, officials said, would be how to build on the successes of the democratic elections in Afghanistan, the Palestinian territories and Iraq, and the need to modernize domestic programs, foremost among them Social Security. February 2 is GROUND HOG DAY - A time for all to poke their noses out and look around at the rest of the world, therefore perhaps a peculiarly appropriate day for the State of the Union address, not to mention the discussion generated by tonight's guest, who definitely NEVER hibernates. But what does it all mean when the Atlantic groundhog calls for more of the same; Ontario and Alberta rodents predict early spring?
