Will MS version 11 work on my 32 bit machine running Windows 7?

MetaStock will run on windows 7 but sometimes there are programs or services active in windows that prevent the installation. It has been necessary on some systems to run the installation in Safe Mode. After the install is finished, the software runs fine.

Then why do internal SmartChart indicator windows still resize themselves at random in MS 11 running on Win7-64, even after telling Windows to disable all the modern video features we've paid for as a crutch for MetaStock?

MetaStock does have a reoccuring issue with Windows in general. it is not specific to any version of Windows. This issue has been improved on since it first appeared back in 5.0, but it does still occasionally occur. The issue is a chart will open and all the inner windows but one will compress to just the title bar being visible.

If a chart develops this issue, usually all that can be done is to recreate the chart from the Clean template. If this is happening on several charts at once, it is likely caused by the template used to create the charts. In that case, the affected charts should be deleted and the template recreated using the clean template.

This should not be a common issues unless the affected template is not replaced. Most people will only see this once every year or so, if that.
