Once you know the direction, you can then calculate the TVI:

Unfortunately, the same error in the logic as shown in the algorithm has propagated all over the net, and to make matters worse, this is not how the TVI has been implemented in MS. So how has the TVI been implemented in MS? Don't know. I stopped trying to reverse the logic a long time ago.
