So all you really need is a tool that can find these criteria:
Shares Outstanding < 30 million
% Insiders > 25%
% Institutions < 25%

You should be able to get this information from each company's balance sheets and annual reports, maybe someone has already collected it for you and posted it on the web? There are companies offering FA data on subscription. Perhaps your bank/broker might offer this service too? Have you tried Google, Yahoo!

I am not a regular reader or poster to the Forum, but I have been using PowerScreener by Reuters Investor for years. It used to be called MarketGuide, and was a downloadable app, but for several years now it has been web-based. Here is the link:

There are two versions, the subscription service (now closed to new subscribers) and "PowerScreener Lite" which is the original web app. There are a number of canned screens available from Reuters, or you can build your own. You can screen for any number of fundamental variables, save the screens, save the results as portfolios, and export the data to Excel. I have programmed (hopefully accurately!) screens like O'Neil's CANSLIM, O'Shaughnessy's Runaways, Cramer's, and some of my own. Best feature is that it's free.

I inputted the criteria you gave, and came up with these results:

The "YEAR HIGH" is the HIGHEST HIGH for the last 12 months, and the VOLUME is a 10 day average and a three month average. The last criterion I took to be something for the last eight weeks, but I could make no more of it.
