How to get the degree of an oversold/bought value ?

dear all :
I am using the forum latch function to set an alert signal for some indicator which drop below the oversold zone and then cross above it again but I cannot figure out how to get the degree of oversold/bought . I use the RSI here for example . If I define several degree of oversold , eg 20 ,30 , 40 . If I assign the value of degree of oversold from cross above them as 3 for less 20,2 for less than 30 ,1 for less than 40 in a binary indicator . How can I ignore the following cross and only get one value ?
eg : RSI value
day 1- 17
day 2- 22
day 3- 28
day 4- 35
day 5- 38
day 6- 45 ,
I use the " forum latch " function to lock the cross over to send one signal only .At day 7 and forecoming , I want get the value of the degree of MOST oversold , in this case should be 3 as the lowest value is below 20 but when I use a latch function , How should I write it to make it to return the extreme value 3 only and dont not return the value 2 & 1 even it cross over 30 & 40 .

I want to say more ,
If I want an alert function to make the oversold signal valid from day 6 to day 10 or later . How can I make it to return just the value 3 , 2 or 1 but not all the 321 together ?
