All the documentation comes with your legitimately purchased copy of MS. If you didn't get the docs then I'd suspect you have a pirated version or a dud software vendor (or both).

I don't currently have any version. I am a programmer and someone has requested some work in MetaStock, so I am trying to find the documentation to check out the programming language and how it works. Can I obtain the documentation from the customer I am working with?

If you're just scripting in the MS formula language, you will need a manual to understand the syntax of the various functions. If your client wants something much more complicated and beyond the scope of the simple script functions, you are going to need to develop a .dll for MetaStock, requiring you to have the MetaStock Developers Kit and its manual.
Manuals come in printed form with the products, ask your client.
