IF no , does anyone know a data provider that does offer that data which can accessed automaticallyusing The Downloader?

I know that this is a little late but just in case anyone else is wondering what the answer is ...
I just got off the phone with support and Reuter's Datalink does NOT offer this info.

just noticed the interest in cpc data.... i have several sources , the one best suited for the downloader, as its excel already, would be 888 excel and for those that prefer text , 888 text ..... those are in my meta resource list, have some other sources , perhaps better, will post later.....h

I am now using the HQuote downloader to get the CBOE PUt/CAll ratio data (VIX index) from Yahoo for free.
You can get the HQuote downloader from http://www.hquotes.com/ .
