Aren't threads supposed to be in reverse date order of last post, with the newer "pushing down" the older?
This seems to be the case for:
1. Test posts 2. Tips & Tricks 3. Advanced Coding 4. Forum Feedback
But NOT the case for:
A. Formula Assistance B. Basic Coding

That doesn't seem to be the problem. Both "Advanced Coding" and "Formula Assistance" were set to "Last Post Date" in "Decending" order (I checked both, but did not change -- assume that's the default), yet the 1st is in "Descending" order, while the other is NOT.
NOTE: This also seems to be true for the actual Thread order in the Forum, as well as the RSS.
If it HAD been the problem, would that mean my setting a FORUM option affects RSS?
Don't forget that asp.net is caching your changes. That means that when you do change something, it may take 10-15 minutes for the change to become apparent. I don't have a ready answer for you. I would suggest changing your option to ascending and then back to descending. Wait 15 minutes, clear your cache and cookies and log back in. See what happens.
As far as the RSS goes, I think we have beat the topic to death. I've done all that I know to do to remedy your concerns (e.g., adding additional ping servers, testing RSS readers, etc.) and help you understand. What have you done to help yourself?
RSS seems to work fine for me; but, as I mentioned earlier, I access RSS differently than you do. Rather than expecting me to come up with a custom mod to the underlying CS code to perhaps make it work for your particular situation, it would be quicker for you to find an RSS reader that does not give you all the grief.
Taking one problem at a time: Forget RSS for the moment. When I view the "Formula Assistance" Forum, the THREADS are not in "Last Post Order", although the posts in any given thread ARE in order.

NOTE: I reset the date order, reset it back, cleared all IE caches, did a restart, deleted the History folder, restarted again, cleared all caches again, then relogged onto the forum, and viewed "Formula Assistance."

Perhaps. Any threads that are sticky or announcements will always be presented at the top of the list before all routine threads. This is normal and will seemingly list the threads out of date order.
Did you "un-sticky" some threads in "Formula Assistance"? The Forum now has threads in proper reverse order. Also, RSS only has "Copyright and Legal Statement" and "Free External Formulas" as old links -- the rest are recent and in reverse order.
"Basic Coding" has only one old one, but I see in the forum that the thread has a "padlock" symbol -- I'll presume that means "sticky."
I reorganized the formula primer topic to an announcement-level post.
